The steps :

1. Download the empty template on the examples page
2. Fill the records in according to the header name
3. Do not delete the headers
4. Upload your new updated excel file
5. Fill in Foreign Financial Institute Information
6. Create XML Payload File
7. Validate XML Payload File
8. Download XML File
9. Done!

Follow the on screen steps to generate and validate and you should be fine.
